Job Description

The Regional Council of Giessen, Department of Rural Areas, Forestry, Nature and Consumer Protection is seeking to fill a position in the area of responsibility in the department 53.2 "Nature Conservation II Species Conservation, Biodiversity, Fisheries, Nature Conservation Financing" at the Wetzlar location at the earliest possible date.

to be filled for an indefinite period.



The position is classified in pay group 10 of the collective agreement of the State of Hesse (TV-H); depending on previous professional experience/qualifications, classification in pay group 11 TV-H is possible. If the requirements under civil service law are met, a civil service appointment will be sought. Applications from civil servants are possible up to salary group A 11 HBesG.



The area of responsibility includes the following focal points:

- Participation in the implementation of the Hessian Biodiversity Strategy, initiation and supervision of reintroduction and species aid measures:

o Planning, execution/contracting, monitoring of individual measures

o Approvals, statements, invoicing

o Information/advice for the lower nature conservation authorities, forestry offices, offices for rural areas

o Public relations work

o Coordination between various funding programs and project sponsors

o Concept development in the field of amphibian guidance systems to ensure a planned approach to planning and implementation

- Collaboration in the planning, control and administration of the product budget for nature conservation funding products in funding code 2895

- Professional processing of contract management within the framework of inter-authority service allocation (ZBLV) with Hessen Forst in compliance with administrative and budgetary requirements. Budget provision for the forestry offices, determination of requirements and redistribution. Regular auditing of the accounting procedure at Hessen Forst. Basic coordination with the management of Hessen Forst.

- Collaboration in the technical, administrative and financial implementation of the Hesse Climate Protection Plan, the Hessian Biodiversity Strategy as well as biotope network measures and any other funding guidelines within the framework of project funding (grants in accordance with § 44 LHO), e.g. vis-à-vis landscape conservation associations or through management contracts (HLG). Technical review of funding applications, preparation of grant notifications and corresponding verification of use of funds. Legal protection of the areas of implemented measures, e.g. from the KPH through easements or long-term contracts.

- Support and advice for third parties in the implementation and financing of measures (acquisition of funds, legal and procedural support in the application process for corresponding funding programs e.g. GAK - "investiver Naturschutz", project funding for the implementation of KPH, HBS projects, biotope network measures and spending of the compensation money).



- Independent coordination and coordination within the authority with other projects and affected departments as well as between the funding programs and sources of funds for the technical supervision of the forestry offices as lower forestry authorities and the district committees (forestry) as well as their technical (on-site) advice.


Professional and personal requirements profile:

It is required that you have successfully completed a university degree (Bachelor/Diploma-FH) in forestry/forestry sciences and have passed the career examination for the senior forestry service at the time of your recruitment.



The following are an advantage:

- Professional experience at various levels in forest administration and/or in a forestry company as well as in the above-mentioned main areas of responsibility

- Ability to think and act in a goal-oriented manner as well as commitment and decisiveness with a high level of motivation

- Above-average ability to work in a team, good presentation and negotiation skills as well as good written and verbal communication skills combined with a confident and authoritative manner

- practical experience in dealing with authorities, nature conservation associations, land users, experts, the public and other third parties; also in mediating in cases of conflict arising from the requirements of nature conservation



Due to the field service activities, possession of a class B driving license, the willingness to drive a company car and to attend field service appointments, occasionally outside normal working hours and in rough terrain, is required.
