On 12 August 2020, the Federal Cabinet approved the draft of an Investment Acceleration Act. This is intended to make planning and approval procedures in the infrastructure sector faster and more effective.

Amendments are planned to the Administrative Court Code and several laws, including the Environmental Impact Assessment Act.

The aim of the amendments to the Administrative Court Code is to shorten the administrative court process for disputes involving certain infrastructure-related planning approval procedures.

The Environmental Impact Assessment Act provides for the creation of a special regulation for the modernisation and digitalisation of railway lines, including the determination of sizes and performance values for long-distance traction current lines and other railway operating facilities.

In future, regional planning procedures are to be carried out only at the request of the sponsor of the spatially significant planning or measure. In addition, the regional planning procedure is to be more digitalised and more closely interlinked with the approval procedure.
