Recommendations from the bdla on the forward-looking development of the BauGB
Progressing climate change necessitates the further development of urban planning law in order to safeguard the quality of life in urban areas in the long term. The Association of German Landscape Architects is taking the ongoing amendment of the Building Code as an opportunity to put forward specific recommendations for the effective and legally secure integration of climate adaptation into urban planning law.
The core aim of the recommendations is to clearly define climate adaptation as a standalone objective within the BauGB (German Building Code) and to underpin it with appropriate instruments. These include, amongst other things, the introduction of a plot-specific green space factor and the mandatory incorporation of integrated open space development concepts into urban land-use planning.
Further demands include enhancing the green space plan, enshrining the open space design plan, standardising the prohibition on deterioration, optimising real compensation, and introducing climate regeneration areas. These measures will enable local authorities to consistently develop climate-resilient urban and open spaces.
With these recommendations, the bdla builds on its previous policy positions and regards them as a contribution to the reform of urban planning law.
