In Berlin, the amendment of the building code is currently being discussed. The bdla Berlin/Brandenburg has presented a position paper on the introduction of an ecological instrument in the building code.

Create urban quality of life, climate protection and biodiversity through a qualified open space plan in the building permit procedure!

In the context of the building permit procedure, a qualified open space plan would ensure that all relevant aspects are presented in a bundled and coordinated manner. This would significantly speed up the review process.

A climate-friendly, ecologically sustainable and liveable design of the building plots would be ensured in the relatively short term and at the same time permanently, both in new and existing development.

The qualified open space plan is the only way to avoid competing interests and protection goals and the resulting lengthy revisions.

Already successfully in use at municipal level

Cities such as Munich, Nuremberg or Münster have long been working successfully with municipal bylaws that prescribe open space design plans. In districts of Berlin where the open space plan is already required for building permits, experience has been equally good: Tempelhof-Schöneberg has been working with it for years and Lichtenberg is also trying to implement it.

With an introduction throughout Berlin, this successful instrument would be legally anchored for the first time in a building code at the state level.
