A large proportion of public contracts for planning services are below the EU threshold. Both sides, the contracting authorities and the planning offices, are dependent on the correct execution of the contract awards.

In principle, the Sub-Threshold Regulation (UVgO) applies, in particular the prohibition of discrimination, the transparency requirement and the documentation obligation.

In practice, it has become apparent that, not least with the entry into force of the HOAI 2021, there is a great need for concrete recommendations for action for the implementation of the award of planning services. As bidders, we are confronted with very different and, to a not inconsiderable extent, defective award procedures in the sub-threshold range.

Seminar in cooperation with the Berlin Chamber of Architects

Together with the Berlin Chamber of Architects we have prepared a seminar on the subject of sub-threshold award procedures. It is aimed at contracting authorities, other contracting authorities and planning offices. At this seminar, we want to inform about the framework conditions of public procurement law, the experiences of the contracting authorities and planning offices.
