The Federal Chamber of Architects (BAK) welcomes the draft bill on Building Type E published by the Federal Ministry of Justice on 26 October 2026. The introduction of a separate contract type, ‘Building Type E’, with basic standards is an important and appropriate step towards enabling simpler, more cost-effective and resource-efficient construction. This provides a secure legal framework for affordable and innovative construction across all building types.

“Building type E presents a great opportunity to make housing more affordable again. It is crucial that the savings generated by more practical standards actually benefit people, for example in the form of affordable rents and housing costs. Municipal housing associations in particular, which are required to meet low target rents, can benefit from this,” explained Andrea Gebhard, President of the BAK.

The Federal Chamber of Architects will examine the draft bill in detail by the deadline of 9 November 2026 and will continue to advocate for practical regulations that provide legal certainty for planners and developers and enable high-quality, affordable housing on a broad scale.

Back in June 2024, the bdla had already endorsed the appeal by the planning and surveying professions to the Federal Government, “Securing affordable (social) housing – for social harmony and democracy’, calling for affordable housing to be recognised as a fundamental human right and the basis for peaceful and just coexistence.
