The Berlin-Brandenburg Economics Working Group has been in existence since April 2009 and addresses economic issues within landscape architecture practices.
As a rule, the working group no longer issues statements on behalf of our sector in ongoing public procurement procedures, as we have found that contracting authorities often do not respond to parties not involved in the procedure. Colleagues who become aware of problematic procurement procedures have the opportunity, as participants in the procedures, to submit bidders’ enquiries and, depending on the type of procedure, to lodge complaints.
At the political level, the bdla can exert influence on individual contracting authorities, but a working group cannot. The chambers also provide support in the event of problematic procedures. We would like to expressly urge our colleagues to make use of their right to ask questions and raise objections in order to make procurement procedures better, more transparent and more legally certain.
Our working group also aims to contribute to, or draft, bdla brochures, the planning and organisation of bdla events, statements, model templates and thematic guidance documents.
In 2025–2026, the Economics Working Group planned and held three online events:
- Fundamentals of public procurement law for landscape architecture practices
- The correct approach to below-threshold contracts (UvgO procedures)
- Procurement procedures with a sense of proportion: designing eligibility and award criteria to ensure legal compliance whilst promoting competition
Chair and meetings: Reinhard Busch has chaired the working group since the end of 2024. Lioba Lissner has taken on the role of deputy chair. The Economy Working Group meets every two months.
