Against the backdrop of the upcoming local elections in Bavaria on 8 March, the ‘Paths to a Better LEP’ initiative has launched the campaign ‘We know Bavaria, we can shape the future’. Through a series of nine video clips, the alliance – comprising specialist organisations, professional associations and stakeholders from the fields of planning, landscape management, environmental protection and heritage conservation – aims to contribute to an objective discussion about the future of Bavaria’s regions.
Bavaria faces major challenges: the energy transition and climate adaptation, affordable housing, the protection of the countryside and open spaces, the preservation or revitalisation of town centres, and sustainable mobility for all all call for forward-looking, integrated regional planning. The State Development Programme (LEP) is one of the key steering instruments in this regard – it is the overarching plan that determines how towns and municipalities can develop, taking ecological, economic and social aspects into account. The LEP is therefore the starting point for a consistent rethinking and reorientation.
Against the backdrop of the upcoming local elections on 8 March in Bavaria, the debate surrounding the LEP takes on added significance. Local authorities face complex decisions on a daily basis regarding urban development, infrastructure and the use of open spaces. To this end, they require a clear, reliable regional planning framework.
The ‘Paths to a Better LEP’ initiative – an alliance of numerous renowned specialist organisations, professional associations and stakeholders from the fields of planning, landscape architecture, environmental protection and heritage conservation – sees itself as a constructive driving force during this crucial phase and aims to contribute to an objective debate on the future of Bavaria’s regions. It expressly sees itself as part of a necessary constructive dialogue with politicians, the administration, the public and relevant stakeholders. The aim of this broad alliance – to which the Bavarian Regional Association of the Federation of German Landscape Architects (bdla) Bavarian Regional Association, and which combines professional excellence, practical experience and social responsibility, is a strong, effective and public-interest-oriented State Development Programme that reliably supports regions, towns and municipalities and preserves the distinctive qualities of the Bavarian cultural landscape.
To date, the initiative has outlined – including in a memorandum – pathways towards a sustainable Regional Development Programme (LEP): through an open planning process that pools up-to-date knowledge, connects stakeholders and places the landscape, with its qualities and potential, at the heart of spatial development. Regional planning is understood here as a joint endeavour between the Free State, local authorities and civil society – dialogue-oriented, transparent and strategically shaped.
New campaign: ‘We know Bavaria, we can shape the future’
With its current campaign, “We know Bavaria, we can shape the future”, the initiative is now using nine video clips to highlight its stance and expertise across various topics – from land use, multi-generational living, vibrant town centres, intact ecosystems and flood protection to mobility. The clips offer a glimpse into the future and demonstrate the positive changes that can be achieved by 2040 if the course is set now for a better Regional Development Plan (LEP). They are aimed equally at politicians, public authorities and the general public, and invite people to view regional development as an active process of shaping the future and a shared responsibility.
The initiative is supported by committed partners from the fields of academia, planning, environmental protection and heritage conservation, as well as civil society, including: the Bavarian Academy for Rural Areas, the Bavarian Forum of the Academy for Spatial Development within the Leibniz Association, the Bavarian Chamber of Civil Engineers, BDA Bavaria, bdla Bavaria, BUND Naturschutz in Bavaria e.V., the Bavarian Chamber of Architects, the German Academy for Urban and Regional Planning e.V., and the Association for Urban, Regional and State Planning.
This diversity is our strength and forms the basis for shaping Bavaria’s spatial development in a sustainable, responsible and collaborative manner.
